approaching tropical storm ian. this is as congress is trying to pass a spending plan on friday, one month ahead of the midterms. >> lucas, thank you. joining us now from new york is the number three republican in the house, congresswoman elise stefanik, welcome back to "fox news sunday." >> good to be with you shannon. >> let's start with this by "new york magazines." what republicans do not have is a lot of specificity. you heard that from the president and democrats saying there is a lot of slogans and they want good education and crimes to go down. it is the details of how you do that is what matters. why not more details? >> there are ample details. the focus on economic issues is we need to reign in inflation. we need to reign in the trillions of dollars of spending that we have seen under joe

biden and unify democrats far left government. lower the price of energy, i hear that from my constituents in new york. we have multiple bills that been introduced that democrats refuse to bring up when it comes to lowering those energy costs. when it comes to supporting our law enforcement and having a nation that's safe, we have legislation that'll immediately provide funding through recruitment and retention bonuses to hire additional 200,000 police officers. when it comes to freedom, i highlighted the parents bill of rights. this is a bill that republicans already introduced and we'll have ready to pass in the first 100 days in congress. day one, we intend to repeal the 87,000 irs agents, the army of irs agents that joe biden and democrats put into place to go after hardworking americans. so democrats have no plans, they are attacking us because they

are created crisis across the country. we have the commitment to tackle the crisis that democrats have created to make sure that we have a strong economy, a safe country and a future that's built on freedom and a government that's accountable. >> one of the accusations of why there are not enough details of the legislation, the house majority of democrats said, this was about distracting the narrative of your own deep division. "the washington post" also talked about this and conservative members of the gop said, they're expected to make darker demands of leadership in exchange for votes. what would you say to them and about accusations you guys are divided. >> i would say the media is trying to divide us, democrats are trying to divide us. we are united house of republicans whether it is the freedom of caucus or the republican steady committee.

awesome members of congress were able to provide input of the commitment to america. most importantly, shannon, the american people are constituents provided in this process. those are where our best ideas came. democrats have no plans when it comes to the crime crisis or the border crisis. these crisis have been created by democrats, unifying control of government in washington, republicans have a plan, we have legislation on each and everyone of these issues and we can't wait to get it done starting on day one as we earn back the house of majority. >> that's a big promise to potential voters out there to cast their ballots for you. there are those out there who'll remember that the gop promised to do things like rebuilding obamacare. they didn't do it. when republicans did last control congress, it was a quote, "do nothing." they were more about destruction and not delivering. how do you convince voters this time is different? >> steny hoyer is wrong, first

of all, we have the most secure border in our nation's history. that's compares to the most unsecured border under joe biden. it is a crisis over 3 million illegals who have crossed the border. this is a crisis that democrats have created themselves, the american people are smart, they know that while joe biden started his inauguration day trying to unify the country, they have done nothing but divided the country. republicans are going to achieve this, i think not only we are going to earn back the house, we are going to earn back the senate as well. we'll send every bit of legislation we promised to the president's desk and it is up to joe biden whether he works with us or play politics and veto. these important bills to reign in inflation and make sure we have a safe country and secure the border which is in free fall under biden's amnesty policies.

when joe manchin struck a deal with chuck schumer last month, it came with the price. to reform the tedious bill process for the new energy project. now, schumer is trying to find a way to keep his promise to

manchin, avoiding a potential shutdown. this is all tied together. joining us now from west virginia, senator joe manchin. senator, welcome back to "fox news sunday." >> hey, good to be with you, shannon. >> let's start with the wall street journal's assessment of what's on the deal. you would get the benefit of the mountain pipeline. they say this, it creates new regulatory risks for fossil fuels which is the opposite of what he promised. had political leverage on the bills he traded votes on the chief. did you, senator? >> absolutely not. the reply will be going back in tomorrow. it will go into tomorrow to wall street journal. you will be able to see the reply and answering every one of the thing that i was evaluated wrongly. this is a chance in a lifetime to have energy independence, for us to have security in this

nation which we need and making sure we can take care of the american people with low energy prices, producing more oil and gas. we have to have permitting reform if you are going to will recall it. you have no way of infrastructure to deliver it. everyone knows that. my republican friends know that. >> they do. your republican colleagues and friends there in west virginia, she offered her own pace. she did that as an amendment of the reconciliation bill. you didn't vote for the bill, why not voted for it then as she offered it? >> her is a messaging bill, we understand that. the rec reconciliation bill, shelly and i work together, we put the country and the state before our political party. she incorporated many of the things she and 46 other

republican senators also had endorsed and agreed. i hope we can come together as americans and forget about our party. the party politics that's going on and make this opportunity, a reality that gives us security for our nation, that gives us independence and be able to lower the gas prices, lower the energy prices in america and help our allies around the world. >> certainly you understand where republicans don't think they should be the ones come across the isle to vote for a measure that benefits you which was done in exchange for your vote on a measure they did not support like a single one of them voted for the inflation reduction act. politico said this. they are quoting john cornyn. given what manchin did on the reconciliation bill, it is a lot of bad blood. how could you expect them to vote for this now? >> shannon, this is not about me. my republican friends, i have

been working for 12 years with them. i know their number one item and the number one priorities they had was permitting reform. the developmental world takes one to three years. why are we so behind to bring products inte markets? we are asking people around the world doing things for us we don't do for ourselves. my republican friends know where we are. this is not about the previous legislation. this is something of high priority that we have for our country. it is a time in history. if we don't -- shannon, take vng of this and come together as americans, we are going to look back five or 10 years from now wonder why we are not able to meet demands and why we allow putin to control and dictate our energy policies and what we are trying to respond to and not

able to do it in a timely fashion because we can't move energy in america. whether it is going to be new transmission lines for renewables or fossils or oil and gas that moves the product that we need today. that's what this is about. we need to come together as americans. >> so senator capita says she will support your measure, would you vote for hers if yours does not move and hers is offered as a separate measure. >> if it was a republican and she knows that, if the republicans were in the majority, i am the only democrat that ever voted for really truly permitting reform. there was only one vote from my friend dan sullivan and his reform. i would vote for permitting reform. i am asking this them to take the opportunity you finally have so that we can deliver energy that we need to lower gas prices

at the pump and lower energy prices in your home and be able to take care and keep ourselves secure and independent and be able to help our people and you are hurting badly and allowing putin to put this absolutely, using energy as a weapon and it is just unbelievable that we are in this position right now with what putin is doing and the world is changing of what he's doing and the carnage he's putting on the people of ukraine, innocent men and women. >> we have to respond. >> we'll talk about that later in the show, it is reprehensible. you got to convince not only republicans but democrats in your own party as well. a group of eight senators sent a letter to chuck schumer saying no way this measure should be tied. we ran out of money. we believe such important issues should be examine through detailed committee consideration

in a robust floor debate. they're worried about the climate and they said your measure would hurt low income americans and communities of color if they were to get passed. >> shannon, let me be honest with you, i never expected bernie sanders in the far extreme left than ever before. any permitting. they have never been for permitting reform. that's why we never had it. this is one time democrats in the house and the senate are supporting. our republicans not to see that and not be able to pass something they have been able to do for twelve years since i have been working with them. it would be basically a lost moment in history if we don't do this. i am hoping that they'll look at what we have in front of us. the energy independence security stopping putin dead in his tracks being able to do what we need to do to reduce the price

of energy and helping people in their homes as far as energy cost there. we have a golden opportunity and we have a majority, overwhelming majority of democrats supporting it. they're doing it because this is the right time and the right thing to do in our country. but, also it is a time we basically can bring democrats and republicans together as we have done with the bipartisan infrastructure bill. we have done it with the chips bill and we continue to do things when we need to do something for our country. this is the most important thing that we can do today. it is the most critical problem that we have in front of us which is energy, independence and security. >> as you look to try to get those votes together from both sides, here is something republican out of louisiana had to say this week, republican henry. >> he's my friend and he's a

savvy politician. he made a deal about without having all the ducks in a row. i am not even sure he knows all the ducks are. >> did you miscalculate on the ducks, senator? >> john is my dear friend. what a great person. i just enjoy him very much. the thing is we have good conversations. when they say they were not involved, everything i have done working with my republican colleagues have been incorporated in this. we have talked about it and worked about it. the process has come down to party line vote which is unfortunate, it is what we are dealing with in a toxic political atmosphere. i can assure you, everybody, we try to take everyone's input on this and my republican friends input is in this legislation. i am just hoping that and i am very optimistic that we have the opportunity, they realize this opportunity and they'll never pass again in our lifetime.

long-term or short term on this deal now that's not going anywhere on energy. >> inflation is horrible and extremely damaging to our economy, and damaging to every west virginia and every american. we have to fight inflation. the inflation reduction act basically first of all does puts more energy back into the markets. if you want to reduce prices, put more products out there. if you want to get your gasoline prices down, produce more oil. if you want to get your home heating, produce more natural gas. do it cleaner. that basically helps the climate and giving us more product. when you reduce the medicare prices of drugs. in west virginia, 300,000 west virginians rely on it. this does nothing but gives us a chance to reduce inflation.

"the new york times" reports it that ukrainians were forced to

go where their russian officials or proxy stood guard. their proxy was apparent to give president putin a pretext to gobble up their country. what do we make of this? >> he just had a military defeat quite sizable and he's got to admit now that he's losing his war. this is largely for his own domestic audience that they have gobbled up this increase terrain in four different regions in ukraine. anybody looking at this knows it is a sham and as trey pointed out and other commentators have, it is a voter's gunpoint. it is not going to mean anything and it is not going to stop ukrainians continuing their military operations inside these territories. they have conducted some significant attack in inside crimeal sham is

"the washington post" talked about the speech he had. he reminded nato that russia possesses more modern weapons and putin pledged russia will use all weapons to protect its countries. how do you take those nuclear threats? >> first of all, i think the probability of it is very low but you have to take it seriously because of what these weapons, obviously and horrific applications to what it means. what is his motivation here? he had surrogates with these

weapons. he had some success to it because the delayed of distribution of weapons that zelenskyy was begging for for weeks, and finally it took months. the united states isto ukraine fighters like ng ukrainians and and infantry and fighting vehicles and other equipment that'll help ukrainians which would be conventional in combined arms and driving them out of the donbas region. he would likely curve that. let's assume he's serious. the use of a nuclear weapon is actually on the table which i think is probably very low but if you consider that, he's the factor, he's got to consider. he would use the nuclear weapon and do not want to end the war. that's not going to happen. the ukrainians and the people as well as the military are steadfast. they openly talk about the possibility of a nuclear weapon being targeted against them and

they are going to fight and continue to fight. the second thing is his arming on the battlefield, they're not trying to deal with a radio active nuclear battlefield. these guys are not trained to fight a conventional fight much less deal with an environment like that. then the third thing is this is about taking it serious, i believe the biden administration reported that they are talking to putin and his surrogates about the consequences, too. it is likely the expansion of the war, it brings the united states and nato into it. i don't think we'll put significant amount of ground troops. we'll conduct devastating error his military inside of ukraine. he knows that and so does his military people. he wants to win the war. if he uses the weapon, it

guarantees he loses. >> 60 minutes, the president said last week that -- there was walking back some of that clarification of that. the council of foreign relations said, while pledging to defend taiwan, the white house has clarified or they're trying to that u.s. policies have not changed. officials in beijing will see this that the u.s. is walking away a one-china policy. >> the american people must scratch their heads here and see what's going on. the essential ingredient in it that it would govern china and united states' behavior pertaining to taiwan's strap. we would help taiwan to defend
